China's netizens outraged over caged beggars at Taoist temple fair

This photo of beggars being confined in a cage during a local fair in China provoked outrage when it was posted on Weibo, China's most popular version of Twitter.

BEIJING – With more than 100,000 pilgrims and visitors expected to attend the annual Xishan Wanshou Palace Temple Fair, authorities thought it would be a good idea to confine the local beggars in one spot.

So, more than 100 beggars from the town of Xishan, in China’s southern Jiangxi province, were placed in a 165-foot-long iron cage during the fair on Sept. 15.

But when pictures of the beggars in the cage were posted on Sina Weibo, China’s most-popular version of Twitter, there was an outpouring of criticism online. Most netizens were furious.


One micro blogger wrote, “It’s just like a zoo. This is trampling their dignity.”

Another blogger sarcastically chimed in, “Our government always boasts that China has the best record on human rights. Before I did not believe that, but today I am convinced. These officials are just too smart, treating people as dogs.”

Others thought the pictures are too ridiculous to be true.

So NBC News called the civil affairs office of Xinjian prefecture government, which oversees the annual fair at the Taoist temple in the town of Xishan, to verify the photos were real. Mr. Wan, head of the civil affairs office, acknowledged that the photos were in fact real and told NBC News that it was the best solution the government could find for the problem so far.  

“We had to consider both sides: the pilgrims and the beggars. There are some fake beggars who just want to trick money from pilgrims. We did see the pilgrims were harassed by such beggars in the past. On the other hand, the temple fair is so crowded that beggars might be hit by cars or trampled by the crowd,” said Wan.

Cities and towns across China hold fairs in or near the local Taoist or Buddhist temple usually once a year, or in some instances monthly. In this case, the town of Wanshou was holding its annual fair, hence the preparation for big crowds.

Xinjian government also made a statement on its official Weibo account saying: “In order to avoid accidents, we provided this temporary rescue shelter whose two exits are open. All the beggars voluntarily entered it.”

Many netizens were not satisfied by the answer and believe it was just an excuse by government officials to justify their behavior. 

One blogger posted, “Despite any reasons they may have, the moment the government locked the beggars in the cage, they had already stripped away these people’s dignity.”

To many Chinese, the photos also damaged their impression of temple fairs. For centuries, the temple fair, “Miao Hui” in Chinese, has played a unique role in ordinary Chinese daily life. It originated in ancient times when people offered sacrifices to gods, but later it gradually turned into a marketplace for people to exchange goods and a place to see cultural performances.

During the last 10 years, the Chinese government has encouraged the fairs in order to emphasize traditional values. But this incident has left a bad impression of local officials and how they organize the events.

One blogger wrote: “What should be caged is power.”

I have to agree that it is degrading to see a human being in a cage. However, them choosing (assuming they did) to beg and get in the cage is degredation in itself. I believe that there is always a way to earn money by decent means. Just my two cents.

Can someone tell me what is a FREE ENTITLEMENT, I know we have 7% on Welfare , Who are the other 40%? Are they the Senior Citizens who have paid into the Social Security INSURANCE part of the 40% are they the Military who fight and die for YOUR FREEDOM part of the 40% are they the struggling college STUDENTS who have a part time job part of the 40% Is it my 2 young kids (12 and 13) part of the 40% who dont pay Federal Taxes? @jimmyfox... Did you ever read the news or you keep listening to FOX lies and keep believing the "REDISTRIBUTION" lies they feed you. The video is 14 years ago and the Pres. Obama is not talking about "PERSONAL WEALTH DISTRIBUTION" as they want you to believe. They edited the video and if you watch the entire video, they talking about government resources and competition. This is what the President says 14 years ago:

“I think the trick is figuring out how do we structure government systems that pool resources and hence facilitate some redistribution because I actually believe in redistribution, at least at a certain level to make sure that everybody's got a shot.” Then he adds,” How do we pool resources at the same time as we decentralize delivery systems in ways that both foster competition, can work in the marketplace, and can foster innovation at the local level and can be tailored to particular communities.”

Reminds me of New Orleans after the hurricane; they wrote a law making it illegal to be homeless so they could round up all the homeless and throw them in jail. Now I'm sure the law wasn't written exaclty in those words. It's for sure it used a lot of fancy lawyer lingo to make it sound politically correct. But in effect, it did exactly what I stated, the homeless were arrested and dumped in jail.

When I first saw the picture I was hoping this was OWS protesters, too bad it isn't. Does anyone actually read the story? They claimed the cages are open at both ends, they can come and go as they please. If true, they are in there voluntarily, just like the Obamanuts want to be.

Ok seriously guys. Read the article. They were not LOCKED in the cage. It was an enclosure open on either end. everyone in that cage entered VOLUNTARILY. There is sun coverage and probably better conditions than they would have otherwise had out in the sun begging. They are not disrupting the festival and they can still beg. If they were forced to be in there and were then closed in it would be a different story. But basically, if they wanted to beg at the festival, they had to stay within that space and they CHOSE to do so! I don't see the huge problem.

I don’t see what the problem is. We put up barricades here all the time at public events to keep crowds in a specific area. This thing in China is nothing more than an extra high barricade to keep people who want to beg for money in a specific area of the fair. They can enter or exit anytime they want as long as they do not solicit other fairgoers while outside of the barricade. The fact that it looks more like a jail than a barricade at first glance is irrelevant. But I guess the Chinese are just as bad as us when it comes to jumping to conclusions and letting their emotions do the thinking for them. Anyway, if I were a beggar I would not feel any more humiliated on one side of the barricade as another. And to all the idiots on here trying to insert lame and completely irrelevant political comments into the discussion all I can say is; get a life and stopping complaining and blaming all your imagined problem on others because the real problem is you.

They are not locked in-they just can't run up and harrass people for money. I hate it when I am in any larger city and they come up asking for money with a cigarette hanging out of their mouths and a bottle of liquor.

I use to have to park two blocks from our office and we all hated to go to the parking lot in the winter after dark. I got in my car more than once and someone is tapping on my car window and scaring the ==== out of me. They get you at a stop light and wash windows you don't want washed. I also see lots of kids in their teens and 20s hustling people. Liberals think beggars have all the rights, including the right to harrass those that work.

Don't knock this until you've lived in a city full of beggars. I've lived in San Francisco, and they do indeed harass and threaten people. It's extremely common, to the point that some residents are afraid to go outside after dark, and many tourists don't really enjoy their vacation. There aren't enough cops to catch it every time (or any time) so this is the only way to protect the public.

    I see some good points about aggressive panhandlers. They work and travel in packs. They congregate where you will find sizable numbers of people. And, yes, smokes and liquor often take precedence over a meal for a number of these people.

    Exasperated737, you make the best point. When one of these people approaches you, there is no way to be sure exactly what is going on inside the panhandler's head. A drunk is easy to deal with, and take out should they become physical. Drug addicts are a different story. You'll either be faced with a panhandler-turned-robber or one who is already high. Either way, once it becomes physical, it's either you kill them or they kill you. Then you have the violent mental patients and the wild animals. Run into either one and it's kill or be killed. The violent mental patient could be set off by just about anything, appear to have superhuman physical strength, and has no control over what he's doing. The wild animal will simply kill you for a ham sandwich and not give half a $hit.

    I'm a firm believer that aggressive panhandling deserves an aggressive, physical, smashmouth response from both individual citizens and the government. The individual's right to respond physically begins when they impede your space. This means the minute you notice them following you to your car, not when you are at your car and they accost or assault you; it's called read, recognize. pre-empt. This also means the minute they go into your space and impede you from doing what you were doing, such as walking in the front door of a retail store. If they block your path, you have the right to remove them; as far as I'm concerned, it's their problem whether I send them to the hospital or send them to the cemetary.

    What should the government response be? Ever been to Worcester, MA because it's a good case example. Lots of panhandlers hanging around making themselves useless. Lots of trash on the streets. Lots of dog plop on the sidewalks. Put these panhandlers in work camps to clean this $hit up. Have some privates with assault rifles at their backs to make sure they don't run off, f*ck off or screw the job up royally; do so and get the stock of a rifle slammed into your face or a bullet to the back of the head.

    On the one side there is the Republican ideal of fascist Communism as they wish for the US to be governed, while on the other a system that recognizes the people as the true assets of America--socialism.         They were not locked in the cages. The cage were merely barriers to separate the crowds, much like we do here in the US. Its a disturbing visual effect due to our association with being confined, but that is all.

          Renee, Sorry, but a cage is closed on all sides. This wasn't. Sorry the article lied. This was nothing more than 165 feet of bars on one side. Those inside entered voluntarily and could leave at will. Not a cage. Not required to stay there, only required to BE there IF they wanted to beg. No begging, no restrictions. They don't get hit, the fakes can't pester festival goers, they have shade from the sun, looks like they even get water bottles from the picture. Maybe they should have used a more traditional barricade, but all in all, much ado about nothing by ill-informed perceptions.

          As for stooopids, of course you don't see the populace protesting. Those who would instigate such thing are in jail or sent to the mines, where they are woefully lacking in safety measures- our 1920's coal miners had better safety considerations than they have today because its cheaper to lose a few hundred workers and send in more than it is to ensure their safety- after all, if you lose the workers, you no longer have to feed them.

          In Vietnam, 70% of beggar are veterans from the war, many of them are handicapped. They have to slide on the street to beg for money and when it rains, you can see the muds on their bottom half. Oh yeah, they can find a jobs, like what? Garbage collector? Full, Flipping burger? Who will hire them?

          It is so easy to say all those things, but unless you have been there and seen all that, you are just another ignorant.

There are way too many who are just lazy and playing the victim for government handouts, and the working class is getting squeezed to pay the bill. Then on the other side of the fence are the liberals that think it's the governments job to solve all of societies problems, so let's take even more money from hard working families and reinforce the entitlement mentality. If you want to help people with real needs, get involved. Support an organization, or start one yourself. Be proactive and you can find and solve real problems. The government has neither the time or compassion to tell the difference between a real need and the leeches who could take care of themselves, but just don't want to.

          It sadden me to see this picture of people begging for food. This make me feel guilty because i have it so easy and to see these people begging for food just to survive. I have spend enough money helping others but yet when i see image like these, it just doesn't feel good. No one should ever have to go hungry. I wish i could help these people and fatten them up.           CuongDNguyen - I was born and raised in the Philippines, yes another third world country so I can speak to that. I grew up poor, but my parents worked their butts off to put food on the table and to send me and my sisters to the top schools back home. My dad even had to sell wigs and hear people laugh at him because of that. He even drove a cab for 12 hours a day. My mom wrote manuals etc and sold those. We had relatives that can easily dole out money buy my parents had the dignity to say no and earn every penny. The drive they had made me and my sisters the way we are now. I've seen some people back home shine shoes on the street for a buck, I've seen people wash cars etc - and you say it is not possible?

          Greginwa - Thanks for your response. I am aphald by the sense of entitlement everywhere. My sister in law gets food stamps when she is an able bodied person who can work but chooses not to. She passed on 2 opportunities already saying it is too hard and that the other one paid 50 cents less per hour than what she was looking for. Really?!           People, in general, wouldn't mind helping those truly in need. But the abuse is above and beyond. HOW does one truly know? You don't.

          I have personal knowledge of a man that made over 100k a year begging on street corners. His wife was a RN at a hospital. They lived in nice two story home. They owned a party boat for the summers on the lake. Took nice vacations, etc.

          It is easy money for the height of laziness.

              If Romney had his way you would all be rich he profits off of rich,not middleclass and less so if you make money Romney makes money, you would be better off voting for someone that wants you to get rich then vote for someone that wants to give your money to someone that cant make it or wont even try.                   The Tea Party believes in a smaller FEDERAL government, therefore a government that really has no power to mess with your lives. That is left to the state and local level where the government officials are closer and less likely to get away with corruption. Didn't like Bush? If the Constitution was followed he couldn't have done anything to upset you. Don't like Obama, following the Constitution keeps him from upsetting anyone. Get it? When you give more power to the government than was designed, it might make you happy UNTIL THE OTHER PARTY GETS POWER!!! If you limit the power, neither party will piss you off. So you go back to spreading lies and worshipping a political party, others will move forward, or in this case, backwards. The powers should be kept at your state and local level where you can easily toss out politicians you don't like without having a national multi-billion dollar funded campaign to go up against. A smaller, less powerful federal government also prevents a dictator from coming to power. So, before you fools discount the Tea Party, just imagine a worst case scenario for yourself: giving the power for a D to become a dictator and then a coup where a stronger R takes power.                   I would be okay with the tea party, but they don't really believe in what you are saying. They are simply republicans. I have not seen anything of not come from the tea baggers who were elected. they just took their seats and stuck with the republicans. Both my old moderately racist republican parents jumped on the tea party band wagon. saying they just have to vote out the encumbant (if they were democrats) to show government we need a change. however both are just voting big republican party for the presidential election and every election since.

If you have children and they go to public school, the government dictates the way the schools are run. Your rights and the things you do in your daily life is influenced by the government.                       Totalitarianism and Conservatism are very similar. As opposed to Liberalism, which is about peace, love, social conscience etc. Conservatism is about power and domination, how is this not the same as communism or totalitarianism?                       The US is a republic, not democratic republic. The states are democratic. I've never seen communism that wasnt at least authoritarian. No majority would ever voluntarily vote for communism therefore commies have to force their reign. China started allowing limited capitalism cuz their socialist ideas couldnt create enough wealth to appease their masses and violence wasnt working very well anymore.

                        Well, clearly it's not truly a communist country if there are beggars. While it is correct to assume that everyone would have an equal share of the wealth in communism, the actual existence or accumulation of wealth would be virtually impossible given that humans are naturally corrupt and will always try to get something for nothing, thus undermining any attempt at true communism. Group behavior, game theory, strongly held religion or traditions, and tendencies to form hierarchies will always break apart forced systems like this, and authoritarianism is the inevitable result.

                        But if I were a beggar, I'd prefer the cage. Do you know how many teenagers never look where they're walking?

                          Actually, communism implies CENTALIZED control of wealth. Everybody having a share would be socialism. But the Worker's Paradise thing implies that the system can create wealth to redistribute; which communism cant. That's what killed the USSR. Nobody was willing to work for strangers.

                          You really think paying your taxes will result in a situation like this? Democrats aren't asking you to give ALL your money. They aren't even asking for half. You want to live in a society where there are not homeless people on every corner, cities in disrepair, a public education system that does anything but teach and violent shootings over drugs, right? Of course not. Well you have to spend a little money to have nice things. It's REALLY not that complicated.

                          Too bad it the Dem's can't limit their spending to those things, and stop inventing programs for the entitlement generation. There are just too many people who have come to expect the government should solve all their problems and take care of all their financial needs. I'm not talking about people who can't take care of themselves and truly need help, I'm talking about able bodied, mentally capable people who have become lazy whiners playing the victim. It's spiraling out of control, and if you don't think 50% of the hard working citizens income is going to taxes to pay for all these bleeding heart programs then you need to buy a calculator and start adding up all the taxes you pay, not just the federal. The list is long my friend!

                          greginwa...You are a damn fool to think for a minute that my social security is any way an entitlement that you have paid even a damn cent into, I paid for that check for 50 years, and now you have the nerve to call what belongs to me being returned an entitlement program? I also paid unemployment insurance, every damn week I aw a deduction from my wages, never did get to draw a check as I was always employed, sometimes working two full time jobs, worked 8 hour days 4 days a week and 16 hour days the other three days, no weekends ever, and I did that for 5 years straight, paid social security double what any of you ever paid, and now you want to try to tell me that somehow I am not entitled to claim what is mine? You better preach this crap to someone else because I don't buy a single word of what you say.

                          Call it a bleeding heart program??? you can kiss my as$. I still pay all the other taxes now, the only tax I do not pay is income tax. I pay property tax, sales tax, FCC tax on my telephone, other utility taxes as well. What is out of control is a bunch of young punk jerks who want to tell me that what belongs to me rightfully is somehow taking it away from them. Again, kiss my as$.

                          Oh i dont want to hear ANY complaints. This is just ONE os many reasons why Communism, Socialism (for clarification, Socialism is the lead up to Communism. That is according to Historians of the Communist movement. Not my words). You want the government to take are of EVERYTHING? Take a good hard look: this is what they can and will be allowed to do and more. I highly recommend watching a documentary on Chinese prisons. it makes this look kind by comparison. I bet some of you just cant WAIT for China to get more powerful huh?

                          Norway, has practice socialism for years. There is a film in the 50s were people were going off to work with their children and women were taking the strollers away to baby sit so they could work, how humane. We just can't have that

                          Why not? Romney can have his lawyers set up another shell corporation, he can have the cages built overseas using cheap labor, buy them from himself with taxpayer dollars and then have the profits deposited into a Caymen Island bank account. He knows what to do, why not? He needs to be financially secure you know...he and his ilk are going to inherit the earth.

                              Beggars or not (and MANY of them are beggars because they've come to the cities from rural China, and don't have a valid resident's permit OR a work permit -- these people work for pennies a day if they're lucky!), they still deserve human dignity. This is more upsetting than Abu Graib or Guantanamo, because the f**king pseudo-communist Chinese flaunt their human rights violations in front of the WORLD and aren't even ashamed enough to cover it up.

                              The Chinese government have no face left to save. They're the Baby-Killers of Beijing, and they're all going to burn in hell, especially Li Peng - China's equivalent of Saddam Hussein, Ahmadinejad, Qaddafi, and Assad all rolled together in one stinking ball of sh*t.
