BEIJING – China has launched a 100-day crackdown against illegal immigration and illegal employment in the wake of a high-profile sexual assault case involving a British national who was videotaped allegedly attempting to force himself on a Chinese woman.
The disturbing three-minute video surfaced on the Internet last week and has been viewed more than 8 million times on the Chinese video-sharing website youku.com, provoking outrage across China’s web-sphere.
The clip of the May 8 incident shows the 25-year-old British man standing over a sobbing Chinese woman on a street median before a Good Samaritan came to her rescue. Following a brief scuffle, the attacker was then shown lying unconscious on the street before he is suddenly kicked by another nearby bystander – much to the approval of netizens who commented online.
Police arrived soon afterward and detained the man, who was reportedly intoxicated, for sexual assault. He is allegedly still in detention, pending an investigation.
Officials from China’s Public Security Bureau told NBC News that their summer-long campaign against illegal immigration and illegal employment is simply an enforcement of procedures already in place and wouldn’t comment on whether this crackdown was the result of the attack.
The tactics the Public Security Bureau announced they would use are similar to the ones employed in 2007 and during the run-up to the 2008 Summer Olympics in Beijing. Namely, spot checks of foreigners in Beijing neighborhoods frequented by expatriates, like the Sanlitun bar district and the university district of Haidian.
Police will also create a special hotline so the public can report suspicious foreigners. Security officials will also conduct door-to-door checks of homes owned or rented by foreigners to check visas and housing permits. Chinese state television, CCTV, also quoted Professor Xiang Dang of the Chinese People's Public Security University as saying that the National People’s Congress Standing Committee was also considering creating special detention centers to hold foreigners found without valid visas.
‘Foreigner vs. Chinese’
All of this is part of a multi-prong campaign ostensibly to rein in immigrants who commit crimes, have over-stayed their visas or work illegally in the mainland.
Despite the claims that this was merely a step-up of routine procedures, the tone of the announcement of the campaign – posted on China’s Twitter-like service Weibo – suggests a renewed urgency on the part of Chinese police. In the announcement, a fist is seen smashing down on three words: Illegal immigrants, illegal residence, illegal work.
News of the campaign was unfortunately greeted with some anti-foreigner stereotyping – a common “foreigner versus Chinese” practice lamented in a column in the Chinese newspaper Global Times.
But the police crackdown was generally seen as a positive development online. On Weibo one user wrote: “[The campaign] should have happened earlier! If we don’t do this, there will be more cases of foreigners raping Chinese girls!”
Another user, however, noted, “In fact, we don’t need this campaign now. Any foreigner who has seen the video or heard about this incident will behave. That’s the best lesson.”
Throughout the day on Tuesday, “illegal foreigner” was a Top 10 trending topic on Weibo.
But missing from much of the public discussion online was the fact that the Briton believed to have sparked this new campaign was in China on a valid tourist visa.
Growing issue: illegal immigration
Though the timing of the Public Security Bureau’s campaign suggests a desire to associate the video with a toughening-up on street crime committed by foreigners, the focus of the campaign –checking documentation of foreigners – seems to be centered more on dealing with illegal immigration.
A Global Times article on the crackdown noted that China rounded-up about 20,000 illegal immigrants last year and – just like the United States – had no idea just how many were still in the country.
“It's very difficult for China to deal with the problem,” the Global Times wrote. “China lacks experience, hasn't made full preparations, and does not even know the exact number of illegal immigrants right now.”
The Global Times – typically a nationalistic leaning paper – appeared to be using the crackdown as an occasion to acknowledge the country’s need for immigration reform.
“China should create favorable and legal conditions for foreigners to live and work in the country,” the article states. “On the other hand, China should be decisive in cracking down on illegal immigrants. It cannot afford to be an immigrant destination at this early stage.”
If the tenet about citizens of poor countries chasing opportunity in richer nations holds true, the 20,000 illegal immigrants China dealt with this year will very soon pale in comparison to the number of illegal immigrants in the United States as of 2011: 11.5 million.

Going back to the first post, um, racial profiling? Nothing in the article says anything about race. Just like in the United States illegal immigrant is not a race (FYI race baiters, Mexican isn't a race either).
I am a bit closer to this than others here as I live and work in China. Though, I am legal. I have not seen any effect of this "crackdown" nor directly seen or heard any backlash as a result of the assault on the Chinese woman.

I am not saying that we should go to the extremes that the Chinese do, but it would be nice to see a crackdown on illegals here in the US as well. I am tired of hearing that illegals who have not committed a crime will not be deported. They have committed at least one crime simply by being here and if they are working they have committed at least one more and probably several more. For an illegal to be working is against the law and most of them are doing with the aid of stolen SSNs, which is also breaking the law (it's called identity theft) and have falsified a government document, the I-9 form you fill out for the employer, which is yet another crime. There is a reason it is called illegal immigration, because it is a crime to enter this country without permission. Why should we have to wait until they commit yet another crime against one of our citizens before we throw them out of the country!!!
We need to make E-Verify mandatory for all US employers and start having the government seize any company found to be knowingly employing illegals as criminal enterprises. Maybe if the business owners are faced with having their business taken from them instead of getting hit with a fine that is less than what they are saving by employing the illegals to start with they will take this seriously. Take away the jobs and most of the illegals will go home on their own, we can save ourselves the cost of rounding them up. For proof of this just look at Alabama. They cracked down on companies employing illegals and the number of illegals in the state plummeted.

@General audience: China is a very different place than the U.S. Their 'crackdown' will undoubtedly not come within a stones throw of american efforts but will have a much more extreme range of effects on the deportees. For instance, illegal North Korea immigrants will be sent home to almost certain death; NK has a long standing policy of viciously punishing people who try to leave.
Their largest illegal immigration "problem" comes from extremely poor citizens of autocratic regimes like NK and organized criminals. I don't know what the Embassy district looks like now, but several years ago many nigerian nationals, and a couple of austrailians, would patrol the streets hawking of Sanlitun, the tea district and the bar street. I had no less than 5 different nigerians approach me in one night in downtown Beijing trying to hawk everything from hash to heroin.
The locals mostly have no idea what any particular drug is or what it does, which serves as a convenient cover for the pushers trying to sell anything they can to foreigners. I saw some cops walk right past a guy smoking pot and they had no idea what it was the guy was smoking, most probably because they'd only smelled it a couple of times in their life. Like in the U.S. many of the illegals need to be sent packing and some of them, in a more perfect world, deserve a little sympathy. Life is more complicated than binary decisions between yes and no.
That being said, what this will most likely result in is a bunch of wealthy westerners on expired visas having to jump through a lot more of the ridiculous tangle of often contradictory PRC bureaucracy, a bunch of dead North Koreans and maybe some rural cops beating the holy pigeon @!$%# out of the first non-local ethnicity person who pisses them off. Should work wonders for tensions with India, Nepal and Mongolia.
Does this mean that the Chinese government will now be willing to discuss the return of illegal Chinese immigrants -- here in the US -- back to China? In the past they have been unwilling to consider this.

The difference between China illegals and US illegals is that we need the cheap labor from Mexico to help increase profit margins for big corporations and the Chinese already have that cheap labor within their people and they don't need illegals of any kind. Now, let's look at what we're doing here in the US: spot checks of persons in the border states like AZ for police to ask anyone they stop for their papers. Homeland Security has set up a hot line for people to report on others. While we haven't been doing door-to-door checks yet, there are instances of ICE/Homeland Security raiding a house supposedly rented by illegals and arresting anyone they found there even when the 'illegal' showed papers proving they were here legally:
Last week, the L.A. Times reported that ICE wrongfully detained two legal immigrant women who were permitted to be in the country under the Violence Against Women Act (VAWA). According to the article, Maria de Barrera was arrested in her Los Angeles home after ICE showed up looking for people who no longer lived at the residence. Even though she showed ICE agents her worker’s permit, she was taken to an immigration detention center until her lawyer showed up with VAWA documentation.
Another legal immigrant permitted to live in the U.S., Elvira Ayon, was arrested in Delano, CA and carted off to an immigration detention center in Arizona where she stayed for one month. Again, she was released only after her lawyer arranged for her release.
And as far as creating special detention centers--we have deportation camps here. Homeland Security pays private, for-profit prisons to become deportation camps for immigration detinees scattered throughout the South and the border states for 'illegals'. Do a Google search on 'Willacy Family Processing Facility' in Raymondville TX, look at the ICE inspection report that ultimately led to the camp being shut down for human rights violations.

My coworker's mother was deported in December of last year. She as brought to the States legally in 1945 as an infant orphan from Germany and legally adopted by an American couple. In early December, 60+ years after being adopted, USCIS calls her up, tells her that their personnel made a mistake in 1945 by not having her parents file for citizenship for her at the time of adoption (they were never told that citizenship was't automatic with adoption) and she was no longer a citizen. She was not allowed to file paperwork to correct the mistake, her now-90-year old parents tried to explain to ICE that they were never told and it wasn't her fault, but ICE confiscated her home, car, bank account and belongings as civil asset forfeiture and deported her 2 days before Christmas. She has to stay in Germany for ten years before her son (my coworker) can apply for her to come back. They hope she will be back in time for them to celebrate her eightieth birthday.
She's never been in trouble, never drew welfare, paid taxes on time and passed eVerify. ever committed a crime, not even being here illegally; she was legally adopted, has a legal SS card/number and yet she was deported to a country she can't remember and doesn't speak the language of, with no money.
So all that stuff that people say about not deporting 'illegals' who haven't committed a crime is bullpuckey because I know firsthand it's not rue.

I've traveled to China many times and marvel at the tremendous strides this wonderful country has made in a few short years, a rapidly growing middle class, tremendous infrastructure, A system that allows elderly a happy and comfortable life, and of course the emphasis on education and learning. Is it any wonder that China, now #2 in the world will soon surpass the USA? And, does anyone wonder why the hate filled muslims who eagerly attack other prosperous and civilized nations have never dared to attack China? I would say people stopped by police need to show valid ID with current address as it has been each time I was stopped by police. I would say in order to get a state ID you must submit proof of citizenship and/or immigration papers, no papers no ID. I would say landlords, employers, and schools must review, file, and verify identity within 30 days of submission (this would cut down on people abducting kids and moving to hide from an ex-spouse, identify theft, etc.). I would also say there DOES need to be a national DB of residents; natural born, naturalized, working immigrants, students, visitors, etc. and if pooled from SSI, ICE, or student admissions I don't know but sure something off the shelf could be used. Finally the police should be required to verify citizenship of all detainees before letting them go. How often have we seen reports of illegal aliens DWI and disappearing, too often. See, right or wrong I have stated a platform that is open for debate and moves the conversation forward, not pointing a condescending finger and saying someone is wrong. Everyone needs to get back to a civil conversation on the issues, not shouting matches or put downs without offering where you are coming from. Unless of course you just want it all to dissolve into total discourse and toxic rhetorical reciting of party line talking points.

Arizona passed legislation requiring police to verify immigration status of anyone arrested or a crime suspect . Unfortunately, people of Arizona have favorable view of this law but the federal government and some activists do not agree so it is being reviewed in Supreme Court, ruling is expected sometime in June. It is claimed to lead to racial profiling.
Other states have also passed similiar legislation to rule out illegal immigrants.
You should also search for " Secure ID initiative " and " Real ID Act ". We are close to implementing a national ID card at statewide level based on these standards. Search what will be required to get a new driver's license or renew from your state.
There is a huge difference between "latinos" who enter this country illegally to abuse, misuse, steal and wrongfully appropriate services and those of hispanic descent who have taken the appropriate steps to become a part of our nation. We call the latter AMERICAN CITIZENS.

A law abiding chinese citizen can get beat to death by a cop just about anywhere in the country but, even if done in public in the middle of the day, if someone complains to anybody about it there is a rather serious chance the very same thing will happen to them.

It's time China to crack down on 3 illegals: illegal entry, illegal stay (stay beyond visa expiry) and illegal working (particularly those on tourist visa). Last year there were 55 million foreigners entry and exit to China and the rate is increased at 10% per year. No doubt the majority of the foreigners are legally travelling or living in China, and to this Chinese people extend their warmest welcome. But there are many unscrupulous people coming to China, like like in USA, engaging crime and illegal activities disturbing the harmony of the society and to this China must resolutely stamp out.

For the most part, China has suffered greatly due to the invasions of their land by many outside forces. The British invaded Tibet in 1904, killing thousands of innocent civilians, and in 1906 the British, in exchange for two million rupees, acknowledged China's right to annex Tibet. When China invaded Tibet in 1950 the citizens of Tibet had often been subjected to brutal oppression by their own government. I could go on and on and on but it would be much easier for you to simply research the issue.
Do I think Tibet belongs to China or that China had the right to annex it? No, I do not. Do I think Tibet should be independent of China? Yes, I do. 20,000 Illegal immigrants in China? Damn Mexicans are everywhere!
Last year there were 55 million foreigners entered and exited China. The foreigners are coming to China with an annual increase rate of 10%. In each city of Guangzhou, Shanghai and Beijing there are over 200,000 foreigners live and work there. Many foreigners are illegal immigrants and the 20,000 reported were rounded up were not the total illegal immgrants but merely a fraction of the total. The pulblic security in China acknowledges the difficulty of winding up the illegals as some of them were harboured by their fellow countriymen who are legally staying in China.

What a completely ignorant thing to say. Illegal immigrants are not completely defined as only Mexican or Hispanic decent. We have 11.2 million illegal immigrants in the U.S according to reports. 7 million are Hispanic. SO what makes up the other 40%? That would be just about every nationality that has either entered illegally or over stayed their visa.
Simply categorizing one particular creed when dealing with illegal immigration is showing your form of racism. Illegal Immigration is a problem for all countries and I wish there was a fix all but there is not one.
FYI the U.S deports in the range if 200,000 illegals a year. So China rounding up 20,000 is chump change compared to what we attempt. This year will be even higher in deportation due to the new law in many states about search and check status profiling. Such as here is GA where I live. Police here now have the right to search any vehicle or group without provocation due upon their complexion. (i truly think that is wrong and hope it gets overturned in the Supreme Court as racial profiling)

The ignorance on this entire site, and post in particular is profound. As a foreigner living in China, for 6 years now, legally staying and working here I know a thing or two about this. Now, illegal immigrant in China is different from what it means in the US. Chinese have hukou, your home province and place of registration. If you move to another province you HAVE to register and have legal permission and immigration status papers to legally work there. For instance, someone born in Guangdong province can't just go to Beijing on a train or plane and get a job, they have to register upon entering Beijing and request a work permit. Illegal immigration is MORE internal Chinese moving from poor areas to the top tier cities AND it is a problem. For example, here in Shanghai the official tally of people living here is around 20 million, with just 40,000 foreigners here BUT there are close to 10 million "illegal" Chinese working here either in shady construction sites, factories, massage parlors, restaurants, domestic workers, recycling centers, street beggars, etc. If you get caught hiring one you get a huge fine and can lose your business license and if foreign your business visa. People from other countries are not pouring into China like they are into the US through Mexico, the only place that might happen here is from North Korea and the Chinese will stop and return those people as soon as they can (where they will be tortured or killed upon return).
The number of illegal foreign immigrants/workers is really small, mostly English teachers and college students who can't keep up with the pace of 90 day single entry visas expiring and renewal process of going out of country to re-apply for entry (this IS the real problem for foreigners in China, no way to resolve this in country but only through border countries...) Beijing, Shanghai, Guangzhou, Suzhou, and other top tier cities have tens of millions of former farmers pouring in trying to make more money for their families (they are lucky to make 1,000 USD annually at home and can almost triple that in the cities). The largest violates of the laws are the fly by night factories who hire them for cheap labor and house them in near prison like dorms next to the factory.
The Chinese government is doing this to stoke nationalistic pride, like the 3 Chinese trolls above, and keep the masses appeased and distracted into feeling the CPC has their best interests in heart. The CPC is all about control, and with 1.3+ billion that is a lot of control by a very small group, remember North Korea's military is LARGER then China's! The CPC is responding to the viral nature of this and using it as a tool to go in and investigate people's lives in their homes more aggressively. As stated above, the offending brit was on a legal visa at the time. He was wrong and needs to be punished as per Chinese laws, he is here and broke their laws and should pay accordingly. The crackdown, in my opinion, is more to do with population control in China's most populous country and capital AND to root out dissidents and silence them (remember the Bo fiasco over the coupe rumors?). Nothing done in China by the CPC is so thinly veiled, it is always multi-layered and has numerous intended consequences.
Lastly on the Chinese boys for Chinese girls angle. Sorry Charlie, the women here have all the power now. With so few girls to boys they will decide who, how, when, and where they do anything as they are the most limited resource. Guys will now have to produce 2 houses, 3 cars, and 2 bank accounts before a proposal is accepted. The girls here will be able to command and get anything and everything their whims take them. If that means having a foreign boyfriend because its the latest summer fashion or to brag and dish to their girlfriends with so be it. In a global market place they will have more options then to society full of spoiled little emperors who are used to getting their own way all the time by dolling parents and grandparents. This is where the real friction in China is going to happen, all the men competing and hording resources to win the favor of equally spoiled girls who are soon realizing their worth and ability to tell men what to do. Chinese girls will soon belong to themselves, if they choose a Chinese boy so be it as it will be her choice, but if not there isn't a darned thing you can do about it short of 10% of all males in China die off somehow to equalize the sex ratio. Even fat ugly rude girls will command multiple men willing to give her their family fortune for marriage. Welcome to the modern world...

When I was visiting Beijing with 4 U.S. friends, we were video taping while walking around and saw a crowd ~15 people. I looked into the crowd and there was a large 6 foot guy beating up the female bicycle parking attendant. He punched her in the side of the head, she fell down, he helped her up and karate kicked her in the stomach and she crumbled to the ground. I jumped through the crowd and confronted the guy and he stormed off. Those 15 Chinese guys (including the bank guard from the bank in front) just watched. I should put that video tape on the Chinese website to provide more fuel for their nationalism.

I have lived in China for two years now (on a legal and updated work visa) and have seen this disturbing video. This man needs to spend a long time in jail. For those of you that have never traveled outside of the united states and believe all the propaganda that the american media spews, the Chinese government is very good at protecting its people and in sheltering them from the outside, and most times, evil influences. Westernization of this country would be a huge mistake and would take away the incredible and amazing culture that exists here. I am very happy the Chinese government is doing this. And for those of you who think this is racial profiling, travel, see the world! The Chinese hold us in very high regard and love to have pictures taken with us and treat us very well. Unfortunately this man will probably have nothing happen to him except deportation because of their feelings about foreigners.

Well I pity any Canadians that get caught up in the net over there - our "foreign affairs' ministry is a joke. We kowtow to China because they let our politicians go on "trade missions" whereby they are made to feel important but really end up kissing, the Chinese butt all because they buy our raw resources and sell them back to us as plastics, furniture, steel etcetera. And, actually, we are not allowed to pick on the illegal Chinese over here as our immigration ministry is another impotent patronage trough.
